Jamaica, as part of its Integrated Resource Plan (IRP) development team. In his former role as Deputy Chief of Party and Clean Energy Project Development Specialist of the USAID Caribbean Clean Energy Program(CARCEP), he led the technical and financing aspects of the program, working with governments, regulators, utilities, educational and financial institutions, and other donors in Jamaica and seven other countries to support, policy, legal and regulatory reform, energy efficiency and renewable energy financing and development.

most successful large-scale energy projects. In terms of his experience in policy development, Mr. DaCosta was a working member on the Vision 2030 Energy Sector Plan team from the utility’s delegation and has made significant contributions to developing the Government’s Energy Policy.
