Professional Experience:
I am a senior rule of law and governance specialist with over 15 years of progressive experience designing and leading complex justice, security, and institutional reform initiatives across Nigeria and Zimbabwe. My work is grounded in advancing the rule of law, strengthening accountability systems, and supporting inclusive governance reforms in politically sensitive and resource-constrained environments.
I bring extensive expertise in criminal justice reform, security sector reform, and anti-corruption systems, with a strong focus on Access to Justice and the integration of rights-based approaches into institutional development processes. My experience spans the design and implementation of reforms that enhance the effectiveness, transparency, and integrity of justice institutions while ensuring alignment with international standards and norms.
Over the course of my career, I have held senior leadership and technical advisory roles within the United Nations system, international development organisations, and national institutions. In these capacities, I have led multi-year, donor-funded programmes and managed complex reform portfolios across justice, security, and governance sectors. I have successfully supported governments and partners in delivering systemic reforms, strengthening institutional coordination, and improving service delivery outcomes within the justice chain.
My technical expertise includes treaty implementation, anti-corruption and integrity systems, safeguards mechanisms, and the intersection of governance and public health within justice systems. I have contributed to the development and operationalisation of policies and frameworks that address emerging governance challenges, including institutional accountability, oversight, and compliance with international obligations.
A core strength of my work lies in translating global normative frameworks into context-specific, implementable reform strategies. I am adept at aligning international standards with national priorities, ensuring that reform interventions are both technically sound and politically feasible. My approach combines strategic analysis with practical implementation, enabling the design of reforms that strengthen institutional architecture, enhance accountability mechanisms, and deliver measurable and sustainable impact.
I have substantial experience in strategic programme leadership, including results-based management, monitoring and evaluation, and adaptive programme delivery. I am skilled in engaging with senior government officials, oversight and accountability institutions, civil society organisations, and development partners to build consensus, foster ownership, and drive reform momentum.
I am recognised for my strong strategic judgement, ability to navigate complex political economy dynamics, and capacity to lead high-impact reform initiatives in challenging environments. My work is characterised by a commitment to sustainability, institutional resilience, and long-term systems change, contributing to improved governance outcomes and the advancement of rule of law principles.
