This call for tender is open to applications from 3 June to 30 June 2025 (midnight, Vilnius time).
1. Concepts and requirements for submission
1.1 Contracting authority - VšI “OSMOS Global Partnerships” hereinafter - contracting authority) is a non-governmental organisation, legal entity code - 304031067, registered address - Antakalnio st. 17, Vilnius, LT-10312. It is a non-profit think-and-do tank that aims to become the leading hub for mutually beneficial international partnerships in the Baltic States. OSMOS serves as a facilitator for collaboration between practitioners, businesses, policymakers, and academic communities, particularly in the fields of digital transformation, talent mobility, skills advancement, and policy research.
1.2 Project and its context: VšI “OSMOS Global Partnerships” is currently implementing European Commission supported and endorsed project “Digital Explorers II”, project No. ICMPD/2023/MPF-357-461-001. Digital Explorers is an ICT focused knowledge and talent exchange initiative between the Baltics and partner countries, striving to lead the digital revolution in their respective parts of the world. Built on the know-how gained during the first pilot project, Digital Explorers II aims to select, train and match up to 153 ICT specialists from Nigeria, Kenya and Armenia with employment, internship, and knowledge exchange opportunities in the Baltics and locally through 3 corresponding tracks - Professional, Trainee and Ambassador. The project also aims to understand Baltic workforce gaps and absorption capacities, facilitate institutional learning and exchanges between Baltic and Partner Countries’ (Nigerian, Kenyan, Armenian) institutions (private and public sector) in creating a favorable environment for closing them.
1.2.1 The Estonian Centre for International Development Cooperation (ESTDEV) is a state foundation that organizes and coordinates Estonia’s participation in international development cooperation and humanitarian aid projects. The goal is to enhance Estonia’s contribution to global security and sustainable development. ESTDEV is the “Digital Explorers II” project partner in Estonia, authorised to coordinate migration related supplier’s tasks enlisted in clauses 4.2.3.1. - 4.2.3.4. of this call.
1.2.2. Kenya is one of the most successful countries in ICT (Information and Communication Technology) in Africa and has made significant investments in the development of ICT skills. More information on Kenya’s digital skills development and broader ICT-related development plans can be found in "KenyaNationalDigitalMasterPlan2022-2032" document.
1.3 Supplier – service provider of any legal form, that is interested and able to render services described in this call.
1.4 Specification - detailed description of objective and target group to be reached and services to be provided by supplier, outlined in paragraphs 2-4 of this call.
1.5 Bid - written offer received from supplier before the deadline, where supplier presents his offer and price for services. Bid shall be valid for 60 days or upon signing of the agreement, whichever occurs first.
1.6 Deadline – June 30th, 2025, 23:59h (UTC +2:00) Helsinki, Kyiv, Riga, Sofia, Tallinn, Vilnius time zone, when Bids shall be received by contracting authority via email: egle@osmos.lt. Contracting authority is not responsible for any delays or errors that may occur during the submission process; therefore, Supplier shall use proper time window for submission of bid and shall make sure bid is received in due time. 2. Scope of Procurement
2.1 The objective of the procurement is to establish and implement a training and work-based learning (internship) program in Estonia for participants with an ICT background from Kenya. This includes selection of participants, managing the relocation process of participants to Estonia (e.g., visa arrangements, accommodation arrangements, adaptation support), and providing mentorship after the program's completion.
2.2 The training and work-based learning (internship) activities are considered part of the procured “education” service, while migration/relocation and living arrangement activities are considered part of the procured “migration/relocation” service.
3. Target Group
3.1 The target group of the project consists of individuals from Kenya with ICT skills who already possess technical knowledge in the ICT field and wish to further develop their expertise.
3.2 The project's preparatory activities plan for the participation of 40 individuals from the target group. These 40 individuals will receive an invitation to participate in an onsite bootcamp as part of the project. Out of these 40 participants, 20 will be offered internship and training opportunities in Estonia. The selection of these 20 individuals will be made in accordance with the requirements specified in the Procurement Document and based on input from the Contracting Authority and other partners (e.g., companies providing internship placements).
3.3 The selected 20 participants will come to Estonia for study purposes within the framework of the project. The study in Estonia will take place as additional training and work-based learning (hereinafter - Internship).
3.4 Basic skill requirements for project participants:
3.4.1. Possesses theoretical knowledge in field of software development at a good level.
3.4.2. Proficiency in Java programming language.
3.4.3. Knowledge and ability to apply modern technologies.
3.4.4. Understanding of IT project management methods.
3.4.5. Knowledge of e-government principles.
3.4.6. Ability to work within a team.
3.4.7. Ability to work independently.
3.4.8. Analytical and systematic thinking and action.
3.4.9. Ability to receive and act upon professional feedback.
3.4.10. Desire and motivation for self-development.
3.4.11. Very good English language proficiency.
