Professional Experience:

I am an international development leader with over 20 years of experience delivering complex, multi-country programmes across Africa and Europe, primarily within the United Nations system and international organisations. My work focuses on digital economy policy, governance reform, infrastructure development, and public sector transformation.

I have held senior leadership roles, including Country Director (a.i.) at UNOPS and Senior Project Manager at the International Telecommunication Union, where I led large-scale initiatives in partnership with the African Union, national governments, and development partners. One of my key achievements was directing the AU–EU PRIDA programme, where I advanced digital regulatory harmonisation across 54 African countries and strengthened continental cooperation on digital transformation.

I have extensive experience managing multi-million-euro development portfolios, ensuring compliance with donor requirements and UN financial frameworks while delivering measurable impact in both stable and fragile contexts. I have led governance and infrastructure programmes that strengthened institutional capacity, improved public sector performance, and enhanced coordination between governments and international stakeholders.

More recently, at GSMA, I led regional policy engagement across Central Africa and Madagascar, addressing regulatory fragmentation and supporting investment in digital infrastructure and services. I regularly acted as a trusted advisor to ministers, regulators, and development partners on digital policy, market development, and regulatory reform.

Earlier in my career, I managed major infrastructure projects in Europe, including a €207M EU-supported port development project in France, and led organisational transformation initiatives that delivered significant efficiency gains. I also contributed to economic reintegration programmes in post-conflict settings, identifying business opportunities and supporting entrepreneurship, particularly for women.

My broader experience spans consulting, policy advisory, and programme design across Africa and Europe, with a focus on economic development, ICT4D, and innovation policy. I have contributed to impactful initiatives such as creating a national student health insurance scheme, supporting SME development frameworks, and generating employment through development programmes.

I bring strong strategic judgement, political acumen, and partnership leadership, enabling me to translate international mandates into tangible development outcomes and market transformation. I am particularly recognised for mobilising multi-stakeholder partnerships and driving policy impact at both national and continental levels.
