Broad knowledge of development challenges including social, economic, cultural, and political aspects of Caribbean countries and other territories. Donor project and programme management experience. Knowledge of the enabling environment including policies and regulatory frameworks. Good understanding of key tools and methodologies used in early response including, rapid assessment and the recovery framework. Conducted evaluations on behalf of several International Agencies to address issues of project implementation, supporting the organisations to re-examine challenges at midterm. Evaluation consultancies for UNEP and Independent Evaluation Group of the World Bank to improve their effectiveness in contributing to development impact.
