Dwight DaCosta has 30 years of experience working within the energy sector in Jamaica and the Eastern Caribbean. He is currently engaged as a Consultant to the Ministry of Science, Energy, and Technology (MSET) in Jamaica, as part of its Integrated Resource Plan (IRP) development team. In his former role as Deputy Chief of Party and Clean Energy Project Development Specialist of the USAID Caribbean Clean Energy Program(CARCEP), he led the technical and financing aspects of the program, working with governments, regulators, utilities, educational and financial institutions, and other donors in Jamaica and seven other countries to support, policy, legal and regulatory reform, energy efficiency and renewable energy financing and development.
In his previous role as the Director for Systems Planning and Control for JPS, the Jamaican electric utility, he managed a staff of up to 60 technical and non-technical persons. He has unparalleled experience within Jamaica with the planning, design, and financial transaction of all of Jamaica’s most successful large-scale energy projects. In his career at JPS, he has led the negotiation of several Power Purchase Agreements (PPA's) for both conventional and renewable generation and over 115 MWs of clean, renewable energy reached financial close; of which 60 MWs became operational during his tenure. Mr. DaCosta has deep experience with promoting variable renewable energy integration from both a technical and a policy standpoint. He has managed the JPS System Planning and Control functions for 15 years, overseeing the operational transformations in the planning, dispatch, and operational systems that have allowed Jamaica to optimize the use of its current generating capacity.
In terms of his experience in policy development, Mr. DaCosta was a working member on the Vision 2030 Energy Sector Plan team from the utility’s delegation and has made significant contributions to developing the Government’s Energy Policy. He has also led representations on numerous regulatory initiatives with the Office of Utilities Regulation (OUR) including net billing, Generation, Transmission, and Distribution Codes and several tariff reviews.
