His extensive experience includes co-leading MSI’s Strategy, Evaluation and Analysis practice, contributing technical and managerial leadership for Palladium’s Monitoring, Evaluation and Learning practice, heading up Parsons’ USAID practice, leading Winrock International’s VTA Division’s Democracy and Governance program, providing expert technical and managerial assistance to a wide range of international development projects as a consultant, and leading USAID’s Energy Market Development program.

Relevant Experience Practice Area Lead and Technical Director, Strategy, Evaluation and Analysis Practice (SEA); Management Systems International (MSI), Arlington, VA, 2016—Present • Provided strategic, technical and managerial leadership for MSI’s largest practice area. • Managed numerous M&E activities, including activities funded by USAID, the World Bank, and Chevron Corporation. • Liaised with Directors of Operations and Technical Directors regularly to ensure activities are meeting MSI/TetraTech’s financial targets. • Developed practice-wide policies and procedures and communicated corporate-level information to the practice. • Responsible for managing SEA’s client relationships. • Ensured all USAID-funded activities contribute to the principles of collaboration, learning and adaption (CLA); developed adaptive management options and guidelines for use by MSI’s MEL contracts. • Served on MSI’s Ethical Review Committee and as MSI’s Development Data Library (DDL) Manager. • Managed 14 staff members and provided feedback, mentoring and professional development guidance.
Senior Director, Monitoring and Evaluation; Palladium (dTS), Washington, DC, 2014—2016. • Provided technical direction and project management—including staff supervision—and contributed to business development initiatives within the Palladium (dTS) Monitoring and Evaluation Practice. • Designed and taught beginning and advanced monitoring and evaluation to USAID staff worldwide. Focused on M&E throughout the USAID program cycle with a view toward fully integrating collaboration, learning and adaptation in USAID’s projects and activities. • Managed two USAID IDIQ contract mechanisms, and a GSA MOBIS contract.
Senior Program Director, International Development Group; Parsons Global Services International, Washington, DC, 2012—2014 • Managed Parson’s USAID portfolio as the technical lead for USAID projects that deliver energy, natural resource management, rural development, local capacity building, and related M&E and infrastructure development services. • Served as the chief of party for the Post-Conflict/Post-Disaster Infrastructure Reconstruction Knowledge Management Task Order under the IDIQ.
