Senior monitoring, evaluation, and learning (MEL) advisor with 15 years progressive responsibility leading and/or advising on international development program evaluations. Current geographic focus on Latin America and the Caribbean. Technical area focus on global HIV/AIDS, economic development, civil society development, and country ownership. Firm knowledge of international guidelines and U.S. regulations, policies, and procedures related to monitoring and evaluation of development programs managed and implemented by USAID, State, the CDC, and MCC. Overseas work experience in 15 countries. Easily operate and communicate in culturally diverse, multidisciplinary settings. Master’s degree in public policy, with emphasis on foreign policy and international development; bachelor of arts degree in international affairs. Fluent in French and Spanish.
