Professional Experience:
I have over 15 years of progressive supervisory and management experience in the areas of programme management, monitoring and evaluation, financial, human resources and administrative management. Programmatically, I worked in the fields of Civil Society and Rule of Law, Gender, Youth, Health, Policy Development, Advocacy and Communication for Development (C4D), Capacity Development, Monitoring and Evaluation, Early Childhood Development (ECD) and Education, including pre-school, secondary school, higher education and scholarships programmes. I managed a sub-office and supervised over 30 employees and activities of 10 different NGOs. I have experience in: providing a clear vision and creating a development strategy; budget management and monitoring, efficient resource and grant management; working with governments, international development cooperation and non-governmental organizations; building and sustaining productive working relationships with a wide range of people and organizations at international level.

2005-2012 UNICEF

From 2010 to present I work as a Manager of a Joint EU-UNICEF Project in UNICEF Regional Office for CEE.CIS in Geneva, Switzerland. My responsibilities include:

-Managing EU funded Project on Roma Inclusion for six countries in Central and Eastern Europe
-Coordinating the provision of technical assistance and providing guidance to plan and organize research, advocacy and capacity development, communication and information activities
-Ensuring programme efficiency and delivery through a transparent approach to programme planning, monitoring and evaluation
-Developing partnership with internal and external counterparts, including those of the UN, EU, governments, regional and national partners, and NGOs

From 2005 to 2010, I worked in UNICEF Uzbekistan as a Programme Officer in Good Governance Section where I:
-Managed the Family and Community Empowerment and Capacity Development Programme
-Developed Work Plans and Joint Project proposals, Local Governments’ Action Plans, organized training for government employees, managed monitoring and evaluation activities
-Developed an effective advocacy and communication strategy for behavioral change, developed training modules, organized training, and assessed impact

1997-2005 Open Society Institute-Assistance Foundation Uzbekistan (OSI-AF/Soros Foundation), Tashkent, Uzbekistan

From 1999 to 2005 I worked as a Director of Educational Programmes Department/Deputy Executive Director in OSI-AF where I:
-Headed sub-office and managed OSI-AF Department of Educational Programs
-Executed management, monitoring and evaluation of educational programs/grants
-Monitored budget of US$1.5 million, including US$ 400,000 USAID funds per annum
-Supervised personnel of over 30 employees; provided oversight and evaluated activities of 10 educational NGOs

From 1997 to 1999 I worked as a Programme Coordinator (more information is available in CV)

MS in Educational Administration, 1995, Texas A&M University, College Station, Texas, USA.

Advanced Diploma in Oriental Studies (with honors), 1992, Tashkent State Institute of Oriental Studies, Tashkent, Uzbekistan.

Certificate of Participation in Social Policy and Governance Course (5 ECTS credits, grade A) Maastricht Graduate School of Governance, Netherlands.
Certificate in Monitoring and Evaluation of International Educational Projects (3 ECTS credits, grade A), Columbia University, NYC, USA.
