Professional Experience:

As a Senior Legal Expert with the Legal Affairs Directorate of the International Bureau (IB) of the Universal Postal Union (UPU), I handle numerous matters including providing legal advice to the IB, UPU member countries, UPU designated (postal) operators and governing and subsidiary bodies on the interpretation and application of UPU Acts (constituent documents), internal rules and regulations, and the mandate, legal status and privileges and immunities of the UPU. I also provide legal support to the UPU’s management of its .POST Top Level Domain, and am responsible for the negotiation, drafting and review of legal instruments. I am also the UPU focal point for data protection and privacy matters, and have taken part in the drafting of UN system-wide Personal Data Protection and Privacy Principles, and provided briefings to common system UN entities on the data processing activities of the UPU in its provision of various software and network solutions to postal supply chain stakeholders. Finally, I act as Legal Advisor to the UPU’s Tender and Procurements Committee, and I prepare the UPU’s submissions to the Administrative Tribunal of the International Labour Organization (ILOAT).

At the UN Office of Legal Affairs (OLA), I handled matters relating to cooperation between the UN and the International Criminal Court (ICC) and advised UN entities on the handling of requests for administrative, legal and logistical support from the ICC. I also delivered detailed training to ICC staff, Defence counsel and UN staff on UN-ICC cooperation procedures developed by OLA.

As a Legal Officer with the UN Environment Programme (UNEP), I handled issues relating to the interpretation and application of UN rules, regulations and procedures, and negotiated, drafted and reviewed legal instruments. I also assisted in handling disciplinary matters, carried out legal research and analysis, and drafted legal opinions on matters relating to UN privileges and immunities, Staff Regulations and Rules, and Financial Regulations and Rules (among others).

I have also worked with the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), where I took part in activities relating to the interpretation and application of legal instruments governing MINUSMA operations in Mali; handling matters relating to the privileges and immunities of the UN and its staff; and preparing and reviewing contracts for goods and services and other legal instruments. I also provided training to staff on the status and role of MINUSMA and on applicable detention procedures for uniformed MINUSMA staff in the conduct of such operations.

At the UN Interim Administration Mission in Kosovo’s (UNMIK) Rule of Law Liaison Office, I handled requests for its. POST the issuance of international arrest warrants and extradition of wanted persons between Kosovo's judicial institutions and UN Member States.

I have also worked at the Caribbean Court of Justice (CCJ), where I undertook and supervised legal research relevant to the Court’s proceedings and activities; provided legal, technical and administrative support to CCJ Judges; and assisted in the drafting, editing and review of contracts for goods and services, court transcripts, judgments, decisions and various forms of correspondence.
