Duties: Head of the Local Government at the Financial and Fiscal Commission (FFC). FFC is an independent constitutional organisation that advises the South African government, national and provincial legislatures and municipalities on financial and fiscal matters.
• Provide technical advice to government and legislative bodies on the equitable division of national acquired revenues
• Provide independent advice and technical support to Government and legislatures on the following: local governance reforms; municipal viability; fiscal policy formulation; decentralisation; grant design and grant reforms; alternative revenue instruments for local government; preparation of Integrated Development Planning (IDPs) documents; local government infrastructure investments; local economic development; improving oversight, intergovernmental fiscal relations, public participation and accountability in local government; and inclusive budgets
• Provide strategic leadership in research, development of research strategy, coordinates research activities, coordinates the process of determining research priorities, builds a research culture, and ensures financial success of FFC’s research enterprise. Leads the development of research concepts, proposals and flagship publication on the Division of Revenue. Manage the preparation, dissemination and archiving of FFC knowledge products.
• Manage the Local Government budget and accounting for financial resources within the FFC’s local government division. Prepares project budgets, develops project monitoring and evaluation framework.
• Promote, build and manage FFC’s local government strategic partnerships, identify opportunities with partners and projects of interests and funding options.
• Provide advice on local government capacity building
• Manage the Local Government Directorate- staff and consultants. Manage and monitor Office Management Plan, Individual Work Plans, Leave and Learning Plans; conducts staff performance appraisals, and ensures an enabling environment for all subordinate staff
