Programme Acceleration Consultant: successfully provided support to the acceleration of Spotlight Programme implementation in Mozambique”. The United Nations and the European Union (EU) have a global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) – the 1st phase of Spotlight Initiative (SLI) was launched in 2019 and ended on the 30 of June 2021. As a result, of the consultancy 100% of the project funds were allocated to the implementing partners with high delivery rates quality implementation. A draft for the Spotlight project phase II proposal was successfully submitted.

United Nations Development Programme (UNDP), Maputo, Mozambique (January 2005 – February 2019): Governance Programme Specialist: International development cooperation; donor-government policy dialog and aid effectiveness; policy development and advise, strategic partnership development and capacity development. Successful managed over complex portfolios and projects teams (22) leading to quality implementation and high delivery rates; results, human-rights, gender based, and SDGs driven programme development and management including UN joint programmes formulation and implementation; coordination of complex portfolios and multidisciplinary project teams. Main topics: democratic governance, public sector, decentralization and local economic development, civil society engagement; gender, sustainable development; environmental governance, extractive industries, and other development related issues.

Ministry of Higher Education, Science and Technology, Mozambique (June 2000 - December 2004): Advisor to the Minister of Higher Education Science and Technology of Mozambique: Performed a Multi-disciplinary advisor supporting the establishment and full functioning of the newly created Ministry of Higher Education, Science and Technology including the development of sector policy, international cooperation, strategic partnerships, and resources mobilization, speech writing, institutional capacity development and projects oversight.

Presidency of the Republic of Portugal (October 1993 - April 2000): Assistant to the Office of the President: Performed a multitasking role assisting the Cabinet in the preparation of thematic briefings on relevant issues; organization of consultations between the president and state institutions, political parties, civil society organizations, religious actors, media and others; preparation of national and international meetings and conferences and “open presidencies” promoted by the President; Management and coordination of the Cabinet; speech writing, public relations and other tasks as required by the Cabinet.
