Professional Experience:
Frédéric St-Martin is a seasoned consultant with in-depth experience with the design, implementation and optimisation of anti-corruption and integrity systems in various contexts, including both public and private sectors. Frédéric built his experience while working with international organisations, governments and private firms.
Frédéric is currently an external consultant leading the review of the integrity infrastructure at the Global Fund to Fight AIDS, Tuberculosis and Malaria in Geneva. He is also leading the development of open government indicators with a view to monitoring the implementation of Sustainable Development Goal 16 on Peace, Justice and Strong Institutions, with Paris 21 and the OECD.
Previously, Frederic worked as a policy analyst with the OECD Public Sector Integrity Division where he was conducting government-wide or institution-specific integrity reviews and provided hands-on advice on projects vulnerable to corruption. Frederic was also a resident expert on whistleblower issues at the OECD.
Frédéric advised a financial regulator and private firms on corporate governance, anti-corruption controls and investigations of firms that sought to be granted large government contracts. In addition, he was part of a special committee responsible for developing and implementing a whistleblower programme for the laws administered by the financial regulator (the AMF).
Frédéric also worked with the government of Canada, including on democratic governance and political financing, prevention of conflicts of interest, division of powers, rule of law, access to government information and protection of privacy. He started his career with the legal office of the Food and Agriculture Organization of the UN and working as counsel in Congo for a Hong Kong extractive firm.
