Professional Experience: |
Senior Public Policy Maker and Researcher with nearly twenty-five years of experience whose mission is designing creative, effective and evidence-based public policy as well as implementing and evaluating programs to improve the health and living conditions of vulnerable populations both at the national and international level. As a researcher, I have published more than 30 articles, including peer-reviewed, policy and evaluation papers. As a policy maker, I have designed and implemented two of the most important national scale evidence-based public policies in Mexico. One is Seguro Popular, a national health insurance, that covered nearly half of the Mexican population (more than 50 million people), mostly low-income. Despite its shortcomings, it has demonstrated relevant effects on fostering preventive and primary care as well as reduced maternal and infant mortality. The second one, Oportunidades, probably the most evaluated conditional cash transfer program world-wide, has been able to improve the nutrition, education and health conditions of most of its more than 20 million beneficiaries, characterized for being the 25 percent poorest of the Mexican population. In both public policies, I have played a role as planner, developing its strategic plans, as well as evaluator, ensuring that appropriate indicators for monitoring its performance are used and coordinating the external evaluations that measure their effectiveness. At the international level, I have been participating in the Joint Learning Network for Universal Health Coverage (UHC)since 2015, sharing and learning from practitioners and policymakers from more than 30 countries around the world, how to reach UHC more effectively. More recently, I was elected the Convener of its Steering Group, where I oversee that the JLN strategic plan is implemented and ensure that the network's technical initiatives are aligned with country priorities.
