Professional Experience:
The Hub & Spokes programme is an innovative multi-donors Aid for Trade initiative that helps to strengthen trade capacity in the Africa, Caribbean and Pacific (ACP) Group of states.
It is a joint programme of the ACP Group Secretariat, the European Union, the Commonwealth Secretariat and the Organisation Internationale de la Francophonie (OIF).
Under the programme, national trade advisers, the ‘spokes’, strengthen the capacity of government ministries and regional organisations, while regional trade advisers, the ‘hubs’, provide similar technical assistance to key regional and national organisations.
To contribute to this objective, the focus of H&S Phase II is to enhance the capacity of key stakeholders in the public and private sectors in ACP countries, such as ministries, businesses, academic institutions and civil society organisations, to contribute to the formulation, negotiation and implementation of trade policies and agreements.
Expected results :

• Key public, private and civil society sector stakeholders are trained on trade policy issues ;
• Effective trade policies are developed and relevant international trade agreements are successfully negotiated and implemented ;
• National and regional trade consultative networks are established and strengthened ;
• Collaboration with donor partners is strengthened to maximise benefits of aid for trade opportunities ; and
• Intra-ACP communications on trade development are promoted.

My main tasks are to :
• Support Ministry of Trade of Gabon to define trade policy and negotiation positions ;
• Support Gabon in mainstreaming trade in its national development policy;
• Set up periodic needs assessment in the area of trade related technical assistance, capacity building and information for trade negotiations;
• Establish a national participatory mechanism for improved stakeholder consultation and involvement in trade policy formulation;
• Identify similar projects, ensuring consistency and facilitating the participation of Gabon in other cooperation programmes/ projects relating to trade negotiations ;
• Organize training, information and collaborative activities and strategic studies on trade negotiations;
• Conceptualizebackground documents on technical analysis, monitoring, and proposal with regard to trade negotiations;
Major achievements

• Project manager and team leader of the program Hub and Spokes II in Gabon ;
• I drew up 10 financing requests submitted to the technical and financial partners of Gabon. One of which allowed the effective implementation of a capacity building project in the field of technical barriers to trade over a period of 10 months (April- December 2016) and 05 are being finalized by the Tradecom II Program Management Team ;
• Support effectively and technically Gabonese participation in the African Continental Free Trade Area negotiations (elaboration of negotiations positions, impact studies….). As a result, Gabon signed the AfCFTA in

Ministry in charge of Trade, Senegal : Coordinator of the Trade and Statistics Analysis Unit
Description of duties :

The Foreign Trade Department's main mission is to implement Senegal's foreign trade policy. It is composed of the Division of Sectoral Commercial Policies, the Division of International Trade Negotiations, the Division of Trade in Services and the Trade and Statistics Analysis Unit (CAES).
As Coordinator of the Trade and Statistics Analysis Unit (CAES), I was in charge of following the evolution of trade flows between Senegal and its economic partners and to study the competitiveness of Senegalese products at the international level. So, I had to do the following activities :
• Contributed to the formulationd and implementation of Senegal's trade policy ;
• Monitored the evolution of all Senegalese annual imports and exports and the establishment of the country's trade balance;
• Elaborated, in collaboration with other relevant divisions of the Directorate of Foreign Trade, the country profiles of Senegal's main trading and economic partners;

Major achievements
• I contributed to the drafting of several project documents for the Directorate of Foreign Trade, including a project for the National Committee for International Trade Negotiations which made it possible to increase the budget of this Committee from 11 million FCFA in 2011 to 100 million CFA in 2012. This represents an increase of 89% of the budget allocated to CNNCI ;
• I contributed to the operationalization of the results-based management policy in Senegal's public finances through my contribution to the drafting of the Medium-Term Sectoral Expenditure Framework Document (CDSMT) ) and the sectoral policy letter of the Ministry of Commerce ;
• I contributed, as a member of the Technical Committee, to the mid-term review of the Poverty Reduction Strategy Paper (PRSP II) of Senegal, to the development of the Accelerated Growth Strategy by drafting notably the contribution of the Commerce sector to the creation of wealth in Senegal ;
• I contributed to the establishment within Senegal's Foreign Trade Department of a database on the country profiles of nearly 50 economic and commercial partners in Senegal. These background documents, updated each year, were used to support the preparation of Senegal's positions in bilateral negotiations ;
