I am self-driven and motivated with a demonstrated history of working in the international affairs and development spanning at least 19 African countries plus the UK. This has been accumulated through working for the private sector, bilateral and multilateral development partners and a development finance institution.
I possess expert level experience in economic analysis, economic development and/or policy development. Examples of assignments I have led in this regard include: • Co-authoring the Zambia chapter of the 2014 Africa Economic Outlook. • In Zambia my achievements included assisted the government in reviewing the national development plan as well as other sectoral strategies. • Leading a study on how South Africa can use the child support grant and public works programs. • Leading work analysing child poverty in Northern Ireland and how policies could be best targeted to eradicate poverty. • In the UK, I led the team tasked with evaluating the UK government’s selective assistance programme aimed at reviving enterprises in economically depressed areas as well as the team evaluating the Scottish NHS projects. • Leading the UNDP team working on extractives in Africa. In the three years I have been here, I have managed to personally complete assessments (drafting through to validation and approval) of mineral governance in 4 African countries (Ghana, Kenya, Mozambique, Nigeria and Zambia) and supervised the completion of a further 6. Some of these reports can be accessed on: https://unza-zm.academia.edu/GeorgeLwanda. These reports have also been validated by the governments. • Between 2009 and 2011, I led a team from the Development Bank of Southern Africa that provided specialist advisory services in support of Zimbabwe’s Short Term Economic Recovery Programme (STERP). • In 2004, I was one of the consultants commissioned by the Malawi government to assess Malawi’s preparedness to accede to the Africa Peer Review Mechanism. • I am currently developing a data portal on extractives and economic development in Africa. Some of the interactive information to be included can be accessed at the following link: https://public.tableau.com/profile/george.lwanda#!/
My research publications and paper presentations at international conferences reflect my analytical depth. I have produced papers on various economic and socio-economic issues pertaining to Africa. Examples include a report on Angola and its management of its oil reserves as well as how Ghana can manage its oil without courting conflict. To this end my paper entitled “Oiling Development: Sonangol and the management of oil in Angola” was published by the Development Bank of Southern Africa (DBSA) and is amongst the ten most downloaded DBSA publications. My earlier research work in the extractives in Africa remains part of the course literature at the University of Alberta’s Political Science 474-AS (The Political Economy of Conflict in Africa) course and the Univers
