Professional Experience:
Service Opare, who is both a Ghanaian and a Canadian, has had over 20 years’ experience in research, monitoring and evaluation, program planning and management, proposal development, training, gender sensitive programming and community participation. He also gained skills in environmental preservation, water and sanitation, climate change adaptation, food security, agro-value chain activities, export crop marketing, seed nursery development, small-scale irrigation and micro-credit delivery. Since February 2014, Service has been working with the Government of Nunavut (Canada), holding the dual positions of Manager of Evaluation and Acting Director of Statistics. His responsibilities include Government of Nunavut’s evaluation programs and surveys such as Nunavut Business Survey, Survey on Business Growth and Innovation, and Survey on Sources of Financial, Marketing and Technical Assistance for Businesses. Others tasks include assessments of food security schemes, country food commercialization, gendered leadership systems, poverty reduction and natural resource-based programs. Prior to his assumption of these positions, Service worked with Ghana’s Department of Community Development between 1989 and 2004, rising from the position of Community Development Officer to Assistant Director of Community Development. During this period, he was appointed National Project Coordinator for both the UNICEF-funded Integrated Community Based Development Project and the Institutional Support Program sponsored by Ricerca e Cooperazione, an Italian NGO. Other programs he supported include UNCHS-funded Strengthening Community Management Project, UNICEF-assisted Weanimix Food Project for weaning mothers, USAID funded Policy Project on Reproductive Health as well as Youth in Agriculture Program and Women’s Work Program sponsored by Ghana Government.
In mid-2004, Service joined The-Hunger Project-Ghana (Ghana branch of a US-based NGO) as its Program Coordinator during which he initiated the Vegetable Export Crop Program that was implemented with the Vegetable Producers and Exporters Association of Ghana (VEAPAG). The program linked small-scale vegetable farmers in Ghana with European importing firms and was supported by Netherlands-based Centre for Promotion of Imports from Developing Countries (CBI). Moreover, Service led implementation of The Hunger Project-Ghana’s Women Empowerment Project, African Women Food Farmers’ Initiative (AWFFI), Crop Improvement Project, Primary School Feeding Project and Market Support Scheme. His successful proposal writing activities include his doctoral research at the University of Calgary that was accepted and funded by the International Development Research Centre in 2007 and the computerization scheme which led to the supply of 460 computers (second hand) to youth institutes in Ghana by a British NGO (Techknowledgy UK) between 2001 and 2003. Service Opare graduated from University of Ghana with a BA (Hons) degree in Geography before pursuing a short course in 'International Development Studies' at the University of Oslo in 1992. In December 1995 he obtained an MA in Agricultural and Rural Development from the International Institute of Social Studies in Netherlands before completing his PhD in Geography (Environment and Development Specialization) at the University of Calgary in Canada
