Professional Experience:
Deogratias Rutebuka is an accomplished expert in Digital Health and Monitoring, Evaluation, Accountability, and Learning (MEAL), with over a decade of experience spanning digital health implementation, health information systems, IT management, monitoring and evaluation, and business analysis. He holds a Master of Science in Information Technology from Carnegie Mellon University and a Bachelor of Science in Computer Science from the National University of Rwanda.
Currently, Deogratias serves as a Health Data Advisor at the Clinton Health Access Initiative (CHAI) in Rwanda, where he supports the Ministry of Health and the Rwanda Biomedical Center (RBC) in optimizing national health data systems. His work includes the administration and enhancement of platforms such as the Logistics Management Information System (eVLMIS), eTracker, Electronic Medical Records (EMRs), and eLearning systems. His focus is on strengthening data governance, improving data quality, and generating actionable insights to support evidence-based public health decision-making.
Throughout his career, Deogratias has partnered with government institutions, NGOs, and international organizations across Rwanda and the African continent. He has played key roles in digital health initiatives supported by entities such as the Rwanda Ministry of Health, CHAI/DFID, USAID, GIZ, Willows International, Pact, and Abt Associates—working on HMIS, eLMIS, EMRs, and results-focused program evaluations.
In addition to his core work, Deogratias has undertaken independent consultancies on governance and institutional strengthening, including engagements with GIZ-Rwanda and the Ministry of Local Government. He is proficient in a range of data and analytics tools, including Python, R, SPSS, Power BI, Excel, Kobo Collect/ODK, and emerging AI technologies.
