Professional Experience:
Ellen Hagerman has 17 years’ experience in designing, implementing, and managing contracts of multi-year donor programs and in managing multi-disciplinary teams in a wide range of areas, including maternal and child health, HIV/AIDS, governance and accountability, Human Rights, gender equality, food security, social and economic development. Through her work in project design, she has proven her expertise in designing M&E and risk management systems, undertaking baselines using participatory methods, identifying a strategic focus, preparing and tracking work plans and human resource and financial management. Ellen has considerable experience and unique insight of good practice and developments of both the demand and accountability by civil society and community-based organization and of the service delivering authorities in Southern Africa and South Africa. She has experience in capacity building of health authorities, communities and CSOs on demand, accountability, community mobilization, participation, and equality to improve public sector management and service delivery; she has developed tools to undertake multi-stakeholder consultations and how to develop case studies and policy briefs. For example, she provided TA on Maternal and Child Health and health systems strengthening to departments of health, trained 160 doctors and nurses on community mobilization in eight provinces of South Africa, facilitated multi-stakeholder workshops on maternal and child health and developed a training manual and tools for district departments of health on teenage pregnancy, cultural practices and malnutrition. Ellen has thematic experience and expertise in Human Rights, has delivered training on human rights and developed a tool kit to integrate a rights-based approach. She has also provided training to mainstream gender equality and how to engage CSOs in policy and program development on maternal and child health. Ellen is also an experienced trainer and professional facilitator in areas such as food security, HIV/AIDS action planning, teenage pregnancy, community mobilization, intercultural communications and demand and accountability (D&A) for health workers. Ellen has an in-depth understanding of community engagement and mobilization having lived and worked on community development projects in communities in Indonesia, Ghana and Guyana. She also has expertise in communications including health, behaviour change and intercultural communications and has a masters degree in development communications and a BA in public relations. She managed and provided expertise advice for the Canadian International Development Agency (CIDA)'s regional programming for Southern and Eastern Africa, including managing and providing technical support to the African Peer Review Mechanism, the African Capacity Building Foundation, Southern African Trust and Southern African AIDS Trust.
