RELEVANT WORK EXPERIENCE??

I have Masters Degree (MSc) in Marine Management and Maritime Administration in Halifax Canada and Malmo Sweden respectively.

This professional background has afforded me the opportunity in utilizing my expertise in Marine and shipping related issues in Nigeria.

I served on the National Committee on the Implementation of Agenda 21 in Nigeria.

I was one of the experts from Nigeria that attended the 7th Session of the Commission on Sustainable Development in New York in April 1999.

I work on Marine Pollution related issues in Nigeria. I participated at the preparatory meetings for the conclusion of a Memorandum of Understanding (MOU) on Port State Control for the West and Central African Sub-region in Ghana and Guinea Conakry respectively.

I was the Secretary to the Planning Committee for the signing of the MOU on Port State Control for the West and Central African Sub-region, which took place in Abuja Nigeria in October 1999.

These activities are designed to prevent our marine environment from being polluted by ships.

I equally participated regularly at the International Oil Pollution Compensation Fund (IOPCF) of the International Maritime Organization IMO in London. The objective of the fund is to compensate victims of oil pollution from ships.

I also participated at the International Maritime Organization (IMO)’s Committee meetings on Marine Environmental Protection and the London Dumping Convention Meetings, which are aimed at preventing the dumping of hazardous substances at sea.


HIGHLIGHTS OF SOME OF MY MAJOR ACHIEVEMENTS AS DIRECTOR, MARINE ENVIRONMENT MANAGEMENT (MEM) DEPARTMENT (2008 – 2013)


- Marine Environment Management (MEM) Unit due to my dynamism was transformed to a department with the approval of the Head of Service in June 2008.
- I have since headed the department till now.
- I have been able to implement the provisions of relevant International Maritime Organization (IMO) Marine Environment Conventions.
- I chaired a major Marine Environment Committee of the IMO in London, where the committee produced a Pollution Manual under my leadership. The Manual has been approved by the IMO as an international document.
- Under my leadership the MEM department produced a National Guideline on waste management emanating from ships. This document is in the process of being launched for national use.
- I recently championed the production of twelve (12) Marine Environment Management Regulations which have been approved by the Federal Government of Nigeria and Gazetted for implementation by NIMASA.
- I have not only carried out the technical aspect of the work of the department, through my leadership the department in 2012 became a major revenue generating one for the Agency. This is through the introduction of the Sea Protection Levy and the Offshore Waste Management levy.
- I currently have five (5) volumes of the annual reports
