Professional Experience: |
Significant career postings include my tenure as the Director of Economic Affairs in the Ministry of Finance with the Government of Saint Lucia between January 2003 and April 2006 where I had overall responsibility for policy formulation and implementation monitoring of the budget process. As Director of Economic Affairs I was also the national focal point for coordination of donor assistance with international funding agencies. Those included DFID, CFTC, UNDP, UNESCO, CIDA, OAS, Kuwaiti Fund and others. As Permanent Secretary in the Ministry of Trade Commerce, Industry and Consumer Affairs between 2006 and 2007 I participated in the EU/Cariforum negotiations, as well the Caricom Single Market and Economy(CSME) and the PetroCaribe negotiations. The other significant achievement in that posting was the reorganization of the Consumption Tax regime for improving competitiveness of the manufacturing sector. During my tenure as Permanent Secretary in the Ministry of Tourism and civil Aviation I lead the re-negotiation of Saint Lucia’s air service with Canada and spear headed the revision of the Tourism Incentives regime. This was followed by my appointment more recently to the position of Director of Tourism for Saint Lucia. In this position I was the Chief Executive Officer, responsible for managing the business affairs of the Saint Lucia Tourist Board, promoting Saint Lucia as the premier tourism destination in the Caribbean. During my tenure, I revamped the image of Saint Lucia in the market place, incorporated new research techniques in planning, and negotiated increased airlift to the island which resulted in significantly increasing the arrivals and substantial growth in the sector, even through the world economic recession. My efforts were enhanced by my background in research, both in my early years at the Saint Lucia Tourist Board, as Head of the Research Department, and at the Eastern Caribbean Central Bank as an Economic Statistician. I also spearheaded the development of a five-year strategic plan for the Saint Lucia Tourist Board in 2012, and the re-structuring of the organization in 2015
