Nickie Whitaker is a Senior Financial Manager with the State of Iowa, Instructor and Consultant to developing organizations, recently advising the Tunisian Finance Ministry on national budget practices. She has recently managed a budgeting and operational reform initiatives for the City of New Orleans, including assessments to restructure key services, such as animal control, public health facilities, and IT infrastructure, following Hurricane Katrina. Ms. Whitaker has over 8 years’ experience in international development programs; advising on employee ownership and international accounting issues, as well as business planning and financial analysis, for credit unions in the countries of Tunisia, Georgia and Azerbaijan. She led a team in Ukraine to adopt and implement international accounting standards.
Ms. Whitaker has extensive experience facilitating organizational change. She co-managed a strategic review for the Mayor of Oakland, including operational and staff assessments of the Mayor’s and City Administrator’s offices, which resulted in over 50 recommendations to streamline and enhance services across Oakland city government. She worked closely with the School District of Philadelphia on the development and implementation of fiscal control policies, procedures, and cost savings initiatives during a fiscal crisis, and provides leadership for the City of Pittsburgh information technology initiatives. Ms. Whitaker has also been a key staff member on projects assessing staffing and operations for the states of Nebraska and Illinois.
Ms. Whitaker also led the design and implementation of the State of Iowa's web-based budget and performance management system. She developed and implemented a structured approach of change management, both at the individual and organizational level, to manage a high degree of policy and procedure change for the transition to a new budget environment. Ms. Whitaker is a recipient of the State of Iowa's Leader of the Year award. She has also served as an adjunct faculty member at Simpson College, Iowa and University of Wisconsin International - Ukraine, teaching courses in finance, economics and accounting, and receiving the Alpha Sigma Lambda award for Excellence in Teaching.
