Ms. Cleto is a social scientist with 9 years experience in the fields of urban and regional planning and social safeguards (indigenous peoples and involuntary resettlement). She has been involved in various capacities (as project preparation consultant team member and also as project team member of the funding agency) in social impact assessment, including identification of land acquisition and involuntary resettlement impacts, development of corresponding mitigation measures, and preparation of resettlement plans for projects all over South East Asia, ensuring that the procedures and reports meet the standards of international financial institutions (ADB, World Bank, JICA, IFC). For the past several years, as ADB staff consultant of several divisions of the South East Asia Operations Department, she has provided guidance and training to borrowers/clients, project preparation consultant teams, and project implementation staff on involuntary resettlement and indigenous peoples safeguard procedures and compliance. She has been involved in the review and finalization of resettlement plans ensuring these are in line with IFI requirements, and has also been involved in monitoring and developing corrective actions to ensure social safeguards compliance during project implementation.
