Professional Experience:
• Over 15 years of professional experience in the field of baseline studies, monitoring and evaluation of international cooperation programmes, including technical advice provision to senior officials, in the fields relating to crisis management, peace building and security sector; Disarmament, Demobilization, and Reinsertion (DDR); Small Arms and Light Weapons (SALWs), Prevention of Violent Extremism (PVE), Migration & Border Management, Gender & Security, Stabilization & Recovery and Human Rights.
• Strong expertise on conducting baselines studies and Result-based management as well as theory of change approach in the security sector, especially in a conflict or conflict prone context, notably in the Sahel region, West Africa, and the African Great Lakes region.
• Hand-on experience working as an Expert within bilateral and multilateral projects in partnership with AU and RECS:
- Monitoring the implementation of the project: "Enhancing National Institutions for setting-up the indicators system on firearms control" in Niger and Mauritania, a project of the AUC funded by the German GFFO and the UNODC and conducted in collaboration with different RECS (ECOWAS, SADC, ECCAS, IGAD).
- Research coordination for Evaluating Programmes relating to Voluntary Surrender of small arms by civilians in 8 African countries (including Sahel countries) - a project implemented by the Small Arms Survey in partnership with the African Union; and conducting extensive fieldwork in different countries targeted by the project.
- Expert within the UK FCO-funded project “Building capacity to develop and review national strategies and action plans to address the illicit circulation of SALW in the IGAD region”. Main task: development of self-assessment tools for IGAD countries to enable them assess their endeavor in the implementation of arms control measures at the national level.
• Used to work as Team Leader in different international cooperation projects in Africa:
- Coordination on behalf of the Small Arms Survey of a project of the AUC aimed at publishing a "Compendium of African experiences in voluntary disarmament and amnesty programs" (a baseline study conducted on 8 African countries).
- Team-leader of a group of 10 researchers in charge of evaluating the social and environmental impact of economic projects in African urban areas by applying the OneHealth and EcoHealth approaches.
- Team Leader of a team of a dozen researchers to investigate the "forgotten massacres" perpetrated in Kivu from 1996 to 2002 by various Kivu-based armed groups (both state and non-state armed actors); with the aim of leading to advocacy campaigns for transitional justice mechanisms focused on victims and to ensure accountability of security institutions.
• Sound knowledge of developing training tools, including management of online based training tools for capacity building of senior officials and technical staff in the management of peace and security affairs. Designed the content and teaching materials of several seminars around various topics related to security and peace building.
• Acquainted with EU guidelines and development of cooperation programmes due to his involvement in the “EU Support Program for Reform and Institutional Capacity Building of the Economic Community of Central African States-Peace and Security Sector” and provision of short-term consultancy to different Development Cooperation Agencies in strategic planning, change management, monitoring and evaluation of EU projects relating to crisis response, crisis mitigation and peace-building in developing and/or fragile countries.
• Deeply familiar with the UNSCR 1325 on Women, Peace & Security, and used to apply a gender-perspective in analysing and evaluating donor-funded projects or programmes.
• Experience with organizing events, workshops and training sessions besides excellent communication skills, in particular, liaising with different stakeholders
