II. SYNOPSIS:
Bilal Naqeeb has served as a senior member of the management at Regional/National NGOs and for profit firms with responsibilities varying from MIS and MER to Programme Planning and Management. He has played a key role in designing and developing the Implementation Plans of various programmes and projects including DFID supported EDACE (Enhanced Democratic and Civic Engagement), AAWAZ Voice and Accountability Programme, South Asian Free Media Association (SAFMA) and Strengthening Participatory Organization (SPO).
Mr. Naqeeb has designed, developed, managed and evaluated a wide range of programmes and projects for mid-level NGOs across Pakistan which included both rights-based and service delivery oriented initiatives. The thematic focus of the initiatives were Governance, Rule of Law, Education, Health, Peace, Capacity building and Research based Advocacy for the improvement of the livelihoods of marginalized groups especially women, minorities, children and people living below the poverty line. These initiatives were supported by various donors including DFID, USAID, Norwegians, CIDA, Dutch, EU, BHC and AusAid.
He has conducted third party evaluations of Eni Pakistan (CSR initiative) and MISERIOR supported projects. In both projects, impacts of education and health services as well as institutional capacities of implementing agencies were evaluated. The analytical reports provided the details on project context, relevance and effectiveness, efficiency of implementing agencies, sustainability aspect and major findings and recommendations for integrated learning into future plans.
He has developed and implemented quantitative research assignments in the areas of Women in Informal Economy: Home-based Workers, NGO Sector Profile in Pakistan and Social Action Programme. In addition, he has successfully coordinated with professional firms to conduct project baselines and end-of-project studies.
His experience as a trainer is mainly in designing and conducting trainings on Project Cycle Management, Organisational Development and Management, Leadership and Conflict Resolution. He has tailored these trainings to align with the nature of specific programmes and projects i.e. Gender-based Violence (GBV), reproductive and primary health care, primary education, local government systems, disaster risk reduction and management etc.
Education:
Masters in Political Science from University of the Punjab (Lahore, Pakistan)in 2006 - 2008

MS-Executive Computer Science from Preston University, Rawalpindi Campus in 1996 - 1997
