Professional Experience:
Bertrand Laurent is a social scientist and governance expert with over thirty years of senior technical and management experience with large complex projects. He has successfully applied Democracy and Governance approaches and cross sector management strategies to initiatives as diverse as civil society strengthening, leadership and organizational development and capacity building, food security, workforce development policy, economic development, and community policing in the Caribbean, Africa and the USA. (Over 25 years as COP and 5 years as Country Director and Team Leader). He has also designed and led single-country and multiple-country project evaluations and sector assessments.

Mr. Laurent is currently launching a youth-driven community development program covering the hurricane impacted zones in Haiti’s southern peninsula and an urban community development program in a high crime community in New Orleans. Both programs are based on youth civic engagement, workforce development, and entrepreneurship and involve partnerships with local civic groups, academic institutions and the private sector.

A fluent speaker of English, French, and Creole, Mr. Laurent has an established record of successfully executing long term projects and technical support assignments as well as short term field assessments and evaluations of multisector initiatives. He has worked with multiple US Government and host country entities and brokered partnerships between private and government organizations to leverage donor resources to address complex policy and development challenges. His success as Chief of Party is due, in large part, to his ability to design, build, and manage a wide variety of partnerships. Partnerships have been critical not only for program success but also for stakeholder buy-in and sustainability beyond project end dates.

Mr. Laurent has over fifteen years of experience linking Democracy & Governance (in particular, civic engagement and civil society strengthening) with youth crime reduction, value chains and economic growth/workforce development. Of the dozen major programs in Africa, the Caribbean and the US that he managed, four were Democracy & Governance programs in Jamaica and Haiti that were built around security, economic growth and civic engagement for community resiliency and transformation. Two were complex multi-country initiatives that worked with high level policy makers in the US, multiple African countries, and leaders of private sector associations. These two regional programs, managed concurrently, were USAID-ATLAS, the largest and longest running higher education program for African students enrolled in US universities; and USDOE-AFTECH, the wide-reaching regional workforce development policy program that worked with governments and the academic and business sectors in Africa.
