Professional Experience:
She currently served as Director leading the Communities in Transition practice area covering 10 countries and a program budget of over $220million. She was responsible for program compliance, practice strategy, staffing and new business development.

Additionally, Ms. Rosa Borges has been a Chief of Party and Program Director for USAID and UN funded programs. From 2009-2011, Ms. Rosa Borges served as COP for the $39 million Ambassador’s Small Grant Program to Support Gender Equality in Afghanistan (ASGP), supporting women-focused civil society strengthening and institutional capacity building through small grant implementation. Under her direction, the program budget was doubled, the national staff tripled, and program objectives expanded after only one year.

Prior to ASGP, Ms. Rosa Borges was the Chief Technical Advisor implementing a civil society development program for UNDP in Angola. She spent an additional two plus years in Afghanistan serving as the Director of the NGO and Private Sectors for a USAID program responsible for the workforce development and organizational capacity development of 170 Afghan NGOs, professional associations and private sector firms. To compliment her experience, Ms. Rosa Borges was the Director of the Education department of UNICEF Zimbabwe, programming donor money to affect the student to textbook ratio to 4:1 and built over 200 schools while working alongside the Ministry of Education on policy reform.

Ms. Rosa Borges has strong financial management, communication and negotiation skills and excels in mentoring teams. She has received trainings in Shipley’s Federal Proposal Capture, Lohfeld Capture Management and USAID Contracts and Grants Management. She has extensive experience in the following geographic regions: Middle East – Syria, Libya, Lebanon, Iraq, Yemen, West Bank, Israel, Kuwait; Asia – Afghanistan, Pakistan; Africa – Sudan, Zimbabwe, Angola, Mozambique, Burkina Faso, Chad, Niger; Europe – Kosovo, Georgia. Ms. Rosa Borges worked with donors such as, USAID, UN, MEPI, NEA, BPRM, DFID, and FCO. When not implementing and directing programs, Ms. Rosa Borges enjoys serving as a recruiter particularly due to her extensive network and people skills.
Education:
She holds an M.A. in Community Psychology and Counseling and a B.S. in Psychology.
