• Management of approximately $75 million in U.S. government funding, as well as grants from the British, Dutch, and Norwegian governments and United Nations Development Programme (UNDP).
• Leadership of large offices composed of international and local staff with varied cultural backgrounds, requiring expertise in staff, financial, and administrative management, particularly in volatile, insecure environments.
• Supervision of full spectrum of project activities, including project start-up, strategic design, baseline development, design and delivery of training and technical assistance, liaison with donors and beneficiaries, project reporting, monitoring and evaluation, financial and human re-source management, and coordination of operational and security concerns.
• Among a number of publications, authored a UNDP-funded study that developed a framework used by parliamentarians, civil society, and the international community to assess transparency and accountability within the Montenegrin governance system, and, for three years, wrote the Freedom House Nations in Transit report for Montenegro.
• 18 years of conducting public opinion research in the Balkans, the Middle East, and Africa.
• Designed and conducted training on policy development, strategic planning and communications, leadership, team-building, negotiation, and advocacy.
