Professional Experience:
External Monitor, DFATD (formerly CIDA) for AKF Projects; September 2012 - ongoing
DFATD (formerly CIDA) is implementing a $20m project - Enhancing Employability and Leadership in Youth (EELY) - in Gilgit-Baltistan and Chitral regions. In accordance with the National Skills Strategy (NSS), the project is being implemented by the Aga Khan Foundation in collaboration with the Aga Khan Rural Support Programme (AKRSP) and the Government of Khyber Pakhtunkhwa. A significant component of this project is related to technical and vocational education and training (TVET) for the youth of the targeted regions. The project aims to develop technical and vocational curricula and provide training so that employable skills are enhanced. As External Monitor, I review the quality of the curricula being developed and monitor the training events and I have
• Observed and commented on the efficiency and effectiveness of AKFC/ AKFP/ AKRSP in executing their responsibilities
• Provided DFATD with ongoing advice, recommendations and proposed solutions for the appropriate execution of all project activities to achieve the operational and developmental results of the Project.
• Conducted regular periodic assessments of the project
• Provided analysis, assistance and advice to DFATD to support informed discussion on approaches to project management and expectations of the Project immediate, intermediate and ultimate results
My assignment is based on Results-based management (RBM) methodology that is a program/ project life-cycle approach to management and I focus on achieving outcomes, implementing performance measurement, learning, and adapting, as well as reporting performance. I conduct this assignment in a collaborative and consultative manner that emphasizes facilitation and support.
I also comment whether this project is producing the desired results and supervise the development and implementation of all relevant project documents such as M&E Framework; Data collection tools; Periodic reviews; and monitoring reports.
As part of participatory assessment strategy, organized strategic planning workshops, utilized the material/tools developed under the Project. Faculty from the partner universities such as Karakoram University and Abdul Wali Khan University were also involved in these workshops so they could provide ongoing mentorship to their colleagues.
