I have worked extensively in the public sector and have had close liaison with the major development agencies including the World Bank, Department for International Development, United Nations Development Programme, African Development Bank and GIZ. I have also undertaken consultancy work for a number of organizations including the IMF.

Professional Experience:
My professional experience began in 1982 when I joined the Public Service as an Administrative Officer. I then re-designated to Senior Finance Officer in 1998 and have risen to the position of Senior Chief Finance Officer in 2017. I also served as Finance Manager for a World bank and DFID funded project namely the National Statistical Systems Project for two years. As the Head of Finance in the several Ministries that I worked in, I was responsible for the following (i) Head of the Finance Division and principal adviser to the Accounting Officer on financial management in the Ministry;
(ii) Responsible for developing budgetary requirements for the Ministry and coordination of the activities of the Division;
(iii) Planning and coordination of review of budget submissions from Directorates and Projects;
(iv) Reviewing, analysing and finalizing cost estimates and budget proposals from the Directorates;
(v) Determining suitability and recommending redeployment of funds when necessary to the Accounting Officer;
(vi) Undertaking the review and finalization of budget performance reports; monitoring variances between approved budgets and actual expenditures;
(vii) Coordinating the preparation of Annual Work plans, Procurement Plans and Cash Flow Plans; and
(viii) Providing advice and guidance, including training to Headquarters and field station staff on budgetary and financial policies and procedures, including performance-based budgeting.
Education:
I have a Master’s Degree in Business Administration majoring in Finance. I also hold a Bachelor’s degree in Economics and Sociology. In addition to the above I have also attended various trainings in public finance, performance management, public policy, corporate governance and project planning and management and environmental impact assessment. The trainings have been both in Kenya and in reputable training institutions overseas.
Affiliations and Achievements:
I was a Member of the Performance Contracts Steering Committee which was charged with the responsibility of introducing and implementing the concept of performance contracting in the Public Service. I was involved in training Cabinet Ministers, Permanent Secretaries, Chairmen of Board of Directors and Chief Executives of State Corporations on performance contracting as well as senior officers in the public service as part of the process of introducing performance contracts in the public service. For this exemplary performance I was awarded Head of State Commendation (HSC) in 2005. I was a Member of the Task Force that prepared the Public Service Integrity Programme in 2000, which is currently being used for training officers in the public service on integrity and corruption prevention and also Member of the Task Force that prepared the Training Policy for the Public Service, Wage Policy and Public Sector Reforms Guidelines during the period 2003-2005.
