I lead and generate evidence on the impact of programmes: Coordinate the design of the monitoring, evaluation, research and learning (MERL) framework support teams. Steering utilization of information from, baselines and evaluations, I update and inform program design: Including development of terms of reference (ToR) for assessments, studies and evaluations; and manage the regional and country strategy review processes. I steer MERL; collaboration, learning and adaptive (CLA) programing with strong systems in research practices and knowledge management. I plan and organize for strategic collaboration; opportunities for periodic reflection on progress, to inform adaptation. Learning from monitoring and evaluation data, document and share what has been done differently using the data; I track how teams act on evaluation recommendations; and how portfolio review decisions improve programs.
I develop systems to capture learning from results frameworks and guide learning through communities of practice and knowledge networks; maintain innovative dissemination to active knowledge networks, think tanks and policy influencers, connecting program and policy practitioners to influence. I implement MERL and CLA in large grants of over 40 million US dollars in complex contexts in Africa and Asia. Working with government; donors; consortium and implementing partners; communities; beneficiaries and the private sector: I work with a wide range of actors to design and implement a responsive MERL, CLA, and learning agenda with strategic learning questions. Capturing key successes and lessons learned; I lead in executing learning for adapting functions and documenting processes to incorporate CLA strategies and action-based learning and other prospective, complexity-aware monitoring tools such as network analysis and most-significant-change case stories. I create learning program partnerships; conduct analyses and studies to inform opportunities for CLA; providing baseline to track learning and change; innovative learning practice including internal change management for CLA, evaluative thinking, and adaptive management has been sharpened over the years. I transfer knowledge to diverse audiences; develop theories of change, results frameworks, MERL system tools and accompaniment.
