Peter recently completed an assignment as M&E Lead on USAID's Agricultural Credit Enhancement Project, Afghanistan. Previously he was Chief of Party for USAID’s Avansa M&E Project in Timor-Leste.
Peter is a highly experienced Agricultural Economist with skills in agribusiness, agricultural extension, food security and M&E. He was employed as a researcher with Landcare Research Ltd, a New Zealand Crown Research Institute (6 years), and as a Regional Agricultural Economist (11 years).
Peter has managed field operations on-farm, and for large field surveys in the health and agriculture sectors. For the past 14 years he has worked successfully as a freelance international rural development consultant.
Peter’s last two long-term positions were as Agribusiness Adviser, Timor-Leste (contract renewed 3 times by World Bank), and as Food Security Adviser, also in Timor-Leste until end of the AusAID capacity development programme in the Ministry of Agriculture and Fisheries.
As the Agribusiness Adviser in Timor-Leste, Peter established the Ministry’s Agribusiness Directorate with the National counterpart Director. This included establishing and building the skills of the agribusiness directorate staff in (a) the market survey of fresh produce, (b) developing commodity profiles for main crop and livestock systems; these identified opportunities for commodity development in Timor-Leste, (c) farm crop and livestock budgeting system with field data collected by the agribusiness directorate staff and the GTZ Farming Systems Team, (d) support to three Agricultural Service Centers (ASCs) to improve business opportunities and linkages to farmer groups; including development of financial reporting systems.
During a recent assignment as the Food Security Adviser in Timor-Leste, Peter mentored his counterpart Director to establish a food security information and monitoring system, which is now being implemented in all thirteen districts. Capacity building for the 12 food security officers was another important achievement of this assignment; trainings covered food security concepts, food security monitoring, and general skills in ICT and reporting.
In a recent assignment in Uganda for the World Bank, Peter led the agribusiness team to conduct an appraisal of BTVET for the agricultural education sub-sector. The BTVET Strategic Plan is now approved by the cabinet; this will result in a $46 million dollar investment in agricultural education in Uganda.
Peter’s capacity building approach is to develop the confidence and skills of his primary counterparts and to encourage them, over time, to progressively take the lead in managing staff and in developing and implementing projects. He also practices an approach where National staff takes the responsibility for the policy decisions with guidance as to the options and their implication.
