Past positions include Head of TIR Relations at the International Road Transport Union, a world transport road organisation based in Geneva, as well as Deputy Permanent Representative to the UN for the Permanent Mission of the Kyrgyz Republic to the UN and Other International Organizations (Geneva) and Head of the Commonwealth of Independent States Department for the Kyrgyz Republic’s Ministry of Foreign Affairs.

Having graduated from the two renowned high education institutions, in particular Moscow State University and the Moscow Diplomatic Academy, I have been focused on international security and development issues.

Affiliations and Achievements: |
A selection of my achievements in these and prior roles includes:
- Establishing a broad network of partners within diplomatic missions from member states and contracting parties, enabling successful promotion of IRU’s core interests on a global scale.
- Facilitating participation of high-level delegations from Kyrgyzstan in the 71st Session of the Committee on Elimination of Racial Discrimination and the 44th Session of Committee on the Rights of the Child.
- Leading the establishment of a specific body within the World Intellectual Property Organisation (WIPO) addressing development issues (served the Deputy Chairman of PCDA) and the construction of a new administrative building with budget of over CHF 120 million (acted as the Selection Board Member).
- Building strong alliances with various interest groups, establishing relationships with friendly states, and integrating Kyrgyzstan’s interests with the broader international community.
- Establishing a new national guaranty association for Kyrgyzstan (AIRTO-KR) thus securing over $3,900,000 per year in revenue to ensure stable fundraising and permanent inflow of funds.
- Led the establishment of a brand new national guaranteeing association (ACCI) for Afghanistan for which ensured seamless coordination between the IRU and various Afghani stakeholders, including high-ranking officials from the Afghani Government.
