Mr. Acosta’s work at USAID/Bangladesh focuses on providing strategic and technical guidance and thought leadership in environment-related topics. He led the design of biodiversity conservation, sustainable landscapes and community resilience to natural hazards activities. He manages a complex portfolio of climate change adaptation and natural resource management activities including an $11 million combating wildlife crime, $32 million Climate-Resilient Ecosystems and Livelihoods activity, and $15 million climate adaptation and fisheries conservation activities. He leads the development of new and innovative partnerships and maintaining working relationships with local and national stakeholders in the environment and natural resources management sector of Bangladesh.

When he was Regional Environment Program Advisor at the USAID/Regional Development Mission in Asia, he established the Coral Triangle Initiative (CTI), a 6-country regional ocean governance body that improved management of 10 million hectares of marine resources conservation for food security. He designed and led the procurement and launched the USAID Oceans and Fisheries Partnership (USAID Oceans) tasked with the implementation of the electronic catch documentation and traceability system for the CTI and the ASEAN. USAID Oceans was recognized by 9 U.S.-based ASEAN Ambassadors in 2016 as an example of excellent collaboration between the U.S. and the ASEAN governments.
Mr. Acosta’s knowledge and expertise extends far beyond fisheries and marine biodiversity conservation. His strong governance experience at local, national and international levels where he led negotiations and forged partnerships as USG represented such as the CTI Senior Officials Meetings and ASEAN platforms. He advocated for and ultimately achieved an observer status for USG in ASEANAPOL to cover issues on wildlife trafficking and illegal fishing in the region. He facilitated USAID partnerships with relevant USG Agencies, i.e., PACOM, INL, NOAA, DOI, and State Department on combating wildlife trafficking in Asia-Pacific region.
In 2016, Mr. Acosta received his 2nd USAID Superior Honor Award from the USAID Administrator recognizing his tremendous contributions to biodiversity conservation in Asia and the advancing U.S. Foreign Policy agenda and Presidential Initiatives on Combating Wildlife Trafficking and Illegal, Unregulated and Unreported (IUU) fishing in the Asia-Pacific region.
