Professional Experience:
20+ years working and innovating at the cross-section between international development and communications, emphasis on forging strategic linkages between development practitioners, private sector allies, government counterparts and media professionals. Career includes direct, hands-on work building start-up programs and taking them through localization. Deep experience working in transitional economies with hostile political/economic environments. 7+ years launching business start-ups, including satellite communications for development in off-grid locations and Global Strategic Communications: Development Communication; Advocacy Communication and Internal Communication. 5+ years as consultant in wide range of roles including: business development, launch support, evaluation and assessment, social entrepreneurship curriculum design and delivery; public-private partnerships; public diplomacy and institutional transformation. Cross-cutting expertise permeating all work includes: gender and development; cross-cultural communication; strategic network development, mentorship and team-building. Communications background also evident in approach towards all work through targeted training design and implementation skills developing communication for development capacity as essential building block for sustainable development to a variety of audiences and strategic partners. Masters in International Development with specialization in Development Management from School of International Service, The American University. Extensive coursework in inter-disciplinary subjects - cross cultural communication, gender, political communication, mass communications, public relations, public diplomacy, conflict mediation and development finance. Internship during graduate program with the American Council for the United Nations University Project Feasibility Study (Future's Research). Publication during graduate school: "The Future of International Communication Education in the United States, Journal of Communications, Frederick, Howard A., McCaw, Marie-Jean S., Vasquez, Roselie. Proceeded by BA in French and Russian Studies at the University of California at Los Angeles (UCLA) with study abroad fellowship to France (1990-1991).
