Professional Experience: |
Bill Bikales has a track record of major achievement in promoting development and policy reform in transition and developing economies. He has managed highly successful large development programs in Mongolia, Ukraine and China, and for three years was Principal Economist for Southeast Asia at the Asian Development Bank. Mr. Bikales has worked at the highest level of government, advising Prime Ministers, Finance Ministers, Central Bank Governors and others, and has also successfully partnered with civil society and academic institutions. He combines strong leadership, technical and government relations skills, along with a proven ability to function effectively in new and challenging circumstances and to build cross-cultural teams and cooperation. At a time when China’s rapid growth and development have captured enormous interest around the world he has an outstanding knowledge of China’s economic and social development policies, and a strong command of the Chinese language. His technical expertise is broad and deep. Mr. Bikales has particularly rich experience in fiscal policy reform, including both macro-level fiscal management and forecasting as well as inter-governmental fiscal relations and improving expenditure and revenue assignment to support more effective public service delivery. He has also done considerable work in commercial bank restructuring in Mongolia, where he was directly involved in the closing of three large insolvent banks and the restructuring of a fourth, which he helped transform into Mongolia’s must successful commercial bank. Building of local capacity has been a key component in all his work; in Mongolia he trained economists who went on to serve as Cabinet Ministers, Members of Parliament and advisors to the Prime Minister. In Ukraine he designed and conducted a series of trainings in macroeconomics for staff of key government policy agencies. He is a fast and polished writer and a strong public speaker.
