Patrick is a senior banking and public finance executive with over 20 years working experience covering both the private and public sectors. He is the recent past Governor of the Central Bank of Sierra Leone. As Governor, he is particularly credited for championing initiatives targeted at systematically turning around the over 70% financial exclusion rate in Sierra Leone. A notable initiative was the FinTech Challenge in 2017 and the subsequent establishment of Sierra Leone’s first sandbox for incubating startups in the Financial Technology (FinTech) ecosystem.
Patrick is a strong advocate of Financial Technology(FinTech) and other new disruptive solutions as platforms for leapfrogging the low financial inclusion rate in the West Africa region. He has served as lead speaker on the subject in international forum such as Innovate Finance Global Summit held in London in 2018; and recently in Lagos- at the Nigeria FinTech Week; where he was a panelist on Regulation of FinTech.
He is presently serving as advisor for strengthening the recently formed FinTech Association of Sierra Leone.
In his prior role as Fiscal Affairs Minister of State, Patrick anchored fiscal policy reforms to turnaround the 2015/16 economic downturn in Sierra Leone and was instrumental in the overall improvements evidenced in Public Financial Management reforms in 2016-17. Patrick was during this period also serving as the Alternative Executive Director (ED) at the African Development Bank (ADB); representing five African countries.
Patrick’s earlier career was in commercial banking, working for the Sierra Leone Commercial Bank Limited, the nation’s biggest retail bank, where he held various senior management roles including that of a Deputy Managing Director/Chief Operating Officer.
He has intricate knowledge of the wider financial systems and experienced in overseeing financial systems, policy development, & public financial management best practices. Solid understanding of international business protocols and cultural nuances.
Patrick holds an excellent combination of academic and professional qualifications & skills spanning the disciplines of economics, finance and management; with a doctorate degree in management and a Fellow of the UK Associations of Chartered Certified Accountants.
