Providing overall program management support. Training new and incumbent staff on program and operations processes, rules and regulations, and Creative Learning’s specific guidance on program management and documentation requirements, best practices for successful implementation of activities, and project staff roles and responsibilities. Provided coverage for the Chief of Party, conducting program start-up, and working with Libya field office staff to ensure quality and consistency of program implementation.
Provided guidance and oversight to field office management on effective coordination with Civil Society Organizations (CSOs) on capacity building, training and implementation of activities in Libya.

Instituting procedures and processes for evaluation, implementation and start-up, supporting grant negotiation and award, and training the project’s field office managers and staff supporting project activities. Prepared a range of documentation to support future grant implementation and trained staff on its use, including grant documentation and financial trackers, grantee orientation checklists, and procurement workflows and trackers.

Supervised day-to-day operational tasks. Conducted Start-up functions for new branch offices including procuring office space, equipment, vehicles, and facilities; and managing logistics, personnel, procurement, budgeting, financial accounting, and property issues.
Provided procurement compliance oversight for operations and the grants management unit. As the project conducts a substantial amount of in-kind procurement for grantees and direct beneficiaries, the operations director served as a resource for Libya staff on USAID procurement regulations.
Supervised finance and administrative staff, handled human resource issues, and ensured that program staff are properly vetted and screened before hiring and properly trained post-hiring.
Provided monthly operational financial projections, developing monthly grant expenditure projections and monitoring grant disbursements, and overseeing cash flow for activities and estimates for pipelines and forecasts.
Ensured that the most reasonable, fair, expeditious, and appropriate procurement choices were made in accordance with the Libya Field Procurement Guide.
Ensured continuous liquidity and supervised daily financial operations, including cash-flow management, time sheet recording, reporting to USAID/OTI on financial aspects of the program, and daily monitoring of obligations, budgets, and expenditures.
Overseen all local recruitment, ensuring that staffing gaps are anticipated and that suitable candidates are identified, recruited, and trained
