Professional Experience:
As former Senior Manager Policy Pricing and Research, Telecommunications Authority of Trinidad and Tobago (TATT), specific achievements included:
1. Policies, frameworks and procedures specific to pricing regulation, the authorisation of telecommunications and broadcasting services, public consultation, and non-objection process for town and country planning approvals of towers.
2. Development of a Report on the Assessment of the Impact of Market Liberalisation and Regulation on the Telecommunications and Broadcasting Sectors (2004 to 2009)
3. Development of the organisation's strategic plans for 2007-2010 and 2010-2013.
4. Preliminary assessment of the incumbent's access deficit claim
5. Management of an external consultancy to determine market definitions and to assess dominance for domestic fixed voice telecommunications services
6. Management of a number of regulatory activities, including:
a. The execution of a digital divide survey and the development of a regulatory framework for universality
b. The development of a costing methodology and management of an external consultancy to develop a top-down long run average cost model
c. The collection of market data and the development of annual market reports (2006, 2007, 2008, 2009) and quarterly market updates
d. The development of draft frameworks for the implementation of local loop unbundling, public broadcasting services and customer service standards.
7. Provided policy support in the development of various technical regulatory instruments for numbering and license fee administration, interconnection, access to facilities, number probability, indirect access, dispute resolution, broadcasting regulation and spectrum management
8. Coordinated the development of annual operational plans and reported annually and quarterly on the organization¡¦s operational performance.
9. Coordinated regulatory monitoring activities in respect of tariff- and pricing-related concession obligations of service providers.
10. Planned, designed and reported on research initiatives for policy development.
11. A member of the Senior Management Team, Concession Evaluation Team, Information Systems Steering Committee and Operations Tenders Committee.
12.Developed and conducted presentations locally and regionally on various aspects of the work of TATT, and represented TATT at international and regional regulatory meetings and conferences.
