Thesis: ‘Water Allocation Reform through Licensing: The effect of neoliberalism on access to water for Historically Disadvantaged Individuals, Limpopo Province, South Africa’; empirical research. The study shows that the shift towards a neoliberal macro-economic policy has had a large effect on the implementation of the Water Allocation Reform (WAR). This shift meant a move away from the equality aim towards the efficiency aim of the policy, and consequently a deadlock in reaching the targets of the WAR and its main tool licensing.
