Pakistan Poverty Alleviation Fund, Financial Consultant: Review of fund flow, internal control and financial reporting arrangements in PPAF, 23 partner organizations and a big number of community organizations and suggest improvements.

18 June, 2014 to 27 August, 2014:
Asian Development Bank, Governance Specialist: Fiduciary risk assessment and risk mitigation plan for the federal and four provincial governments and Agriculture, Energy, Transport and Water Supply & Urban Services sectors. This fed into ADB's Country Partnership Strategy on which is based investment plan for the next five years.

The World Bank, Senior Financial Management Specialist
Project related work – at appraisal: Provided input on financial management arrangements at concept and appraisal levels. Reviewed existing financial management arrangements of implementing agencies for World Bank financed projects and agreed dated action plans to improve weak areas. This greatly helped in improving their systems. Clients included public sector entities and companies e.g. power distribution, gas transmission, municipal services and cities’ governance improvement. Review covered assessment of management, planning, budgeting, staffing, internal control environment, accounting system, financial reporting and audit arrangements. Developed formats for periodic financial reporting of project activities. Financial reports were used for financial reporting, forecasts and disbursement purposes. Supervised work assigned to financial management consultants. Also provided input on financial covenants in the legal agreements with the Government/implementing entities and participated in negotiations.
Carried out Public Expenditure and Financial Accountability assessments for five large cities and agreed steps to be taken for strengthening weak areas.
Project related work – during implementation: Worked with project implementing agencies and project task teams for effective implementation to provide assurance that project funds are used for intended purposes and efficiently. Also ensured that fiduciary requirements are fulfilled.
Public Financial Management: Was co-task team leader of the first Project to Improve Financial Reporting and Auditing (PIFRA) and Country Financial Accountability Assessment and led Provincial Financial Accountability Assessment for Khyber Pakhtunkhwa. Government’s accounting system was computerized under PIFRA up to the district level and helped in improving quality of audit.
I participated in PEFA assessments for Punjab, Sindh and the Federal Government. I was a member of the Governance and Anticorruption Strategy Team of the Bank and contributed on financial management in the strategy. I also provided comments/input on Bank’s policies and procedures.

Affiliations and Achievements:
I was selected a member of the Public Sector Committee of the Institute of Chartered Accountants of Pakistan for the fifth year running and have been contributing significantly towards objectives of the Committee. As a member of the Committee I was able to get International Public Sector Accounting Standards (IPSAS) included in the syllabus for chartered accountants' examination. Pakistan is pioneer in introducing IPSAS to chartered accountants. This effort of mine was show-cased at the 2012 Fiduciary Forum.
