Professional Experience:
I am currently an independent researcher. I have worked various projects for international organisations such as the OSCE, for an assessment exercise on the operation of the judicial performance evaluation legislation in Ukraine and suggestions for reform. I have also conducted a study for the European Commission for the Efficiency of Justice at the Council of Europe, a project to describe, on a comparative basis, the role of experts in court hearings. The Commission has developed official guidelines on the basis of this research.
I have recently completed a research assignment for an ERC funded project at the University of Exeter on constitutional pluralism and precedent at the Court of Justice of the European Union.
I have been working as an academic in various educational institutions, first at Passau University, teaching for the University of London external LLB diploma, the Maastricht University, teaching for their European Law School, and finally for Central European University, where my interest in development work first started.
At CEU, I have designed courses with development in mind, to students from transitioning democracies from across the world. I have taught comparative constitutional law, administrative law and human rights law.
I have published primarily on judicial reform, with a special focus on management, IT and quality issues.
