He has led evaluations and M&E assignements for numerous programs across different countries like Colombia, Honduras (x2), Guatemala (x2), Nicaragua (x2), Paraguay (x2), Costa Rica, Panamá (x7), Peru, Bolivia (x2), Ecuador, Mexico, El Salvador (x4), Dominican Republic (x2), Barbados, Antigua, Fiji islands, the Philippines and Chad. He is proficient in rapid assessments, mid-term, summative, outcome, and impact evaluations. He is well versed in measuring intangible and qualitative processes involving non-traditional variables regarding crisis prevention, civil society empowerment, governance and capacity building.
Mr. Huertas has great skills and experience in knowledge management with great ability to locate and disseminate learning, implement knowledge procedures and tools, and identify best practices in complex processes.
