Drafted the Timor-Leste Electoral Code which inter alias enfranchises vulnerable groups participation by legislating on the need to provide adequate voting materials for people living with disability and with mobility restrictions. These provisions are a milestone because Timor-Leste is yet to ratify the Convention on the Rights of Persons with Disabilities (CRPD).
The Electoral Code established rules to consolidate the National Elections Commission independence while providing an institutional blueprint for the election management bodies for the next 10 years.
