Joost holds a MSc in Water use management, with more than 23 years of experience in various countries in the region, like Tanzania including Zanzibar and Pemba, Burkina Faso, Mozambique, Morocco as well as in Ecuador outside the region. As Co-Director/ Senior Consultant for eMJee Development Consult, he is engaged in various assignments for NGOs, Development Partners, the Government/World Bank and the Millennium Challenge Corporation. These assignments vary from context analyses, assessing bilateral cooperation programs, process facilitation, Organisational Development, (which has been provided to Action-Aid, Femina Hip, ANSAF TFCG etc looking among others in work processes, job profiles and assessment systems to be put in place), Institutional strengthening (related to the performance of the Authorité de mis en valeur de la Vallée du Sourou (Burkina faso), support to urban development initiatives and oversight missions related to irrigation schemes and training for water user associations in the irrigation and water supply sector. The urban support includes the assessment of the capacity of municipal and town councils on mainland Tanzania as well as in Zanzibar/ Pemba island. Focus of the assessment is on the selection of strategic urban investments as well as the capacity of the entities to implement these investments. Before starting as Director/ consultant for eMJee Development Consult LTD, he was engaged as a manager of a multi-disciplinary team of professional advisors in Tanzania. This team deals with national initiatives as well as local/regional activities. Main focus is to manage change processes that will lead to improved performance and enhanced quality of services delivery in areas of education, water supply/sanitation and income generating activities. He held a similar function in Mozambique
