Area of Expertise:
  • Human Rights, Law, Migration, Conflicts, Justice
Professional Experience:
I serve as a judge in criminal cases more than 14 years. Until 2013 I worked on this position in Poland. From February 2013 I work as the criminal law judge for the Eulex Mission in Kosovo, since April 2015 in the Supreme Court. I have had an opportunity to preside in high profile cases of corruption, organized crime, human trafficking, war crimes and crimes against humanity.
Working in this environment gives me an unique opportunity for further development of my skills for legal interpretation and research. This element of a judicial work is of particular importance in Kosovo, where the criminal law applied is a combination of principles deriving both from common law and continental law systems. Additional difficulty is caused by the fact that the jurisprudence in Kosovo is not developed.
For almost one year I was working in the Ministry of Justice of the Republic of Poland on a position of an advisor, responsible for preparation of long -
term strategy for the Polish judiciary. I coordinated the works and co- operated with different counterparts (legal
professionals, law professors, NGOs acting in the filed of judiciary). I also participated as an expert in the assessment of the court system in
Poland conducted by the World Bank.
Education:
- Master of Law and Administration, University of Gdansk (1993 - 1998)
- Judicial training finished with the judicial exam (equivalent to bar exam), the Appellate court of Gdansk (1998 - 2001)
- Law on Intellectual Property and Industrial Property Rights, postgraduate studies, Jagiellonian University (02.2010-05.2011)
- Introduction to English Law and the Law of European Union, Cambridge University Board of Continuing Education in cooperation with University of Gdansk (10.1996 - 04.1998)
- European Convention on Human Rights and
Fundamental Freedoms in the Domestic Law, University of Warsaw (03.2011 - 11.2011)

Affiliations and Achievements:
I referred four questions to the
Constitutional Court in Poland as to the conformity of the law with the Constitution. In two cases the Constitutional Court found
provisions in question unconstitutional what led to amendments in the law.
I find particularly important the issue of judicial independence. I believe it is not possible to build a rule of law state without fully impartial and independent judges. For years I was engaged in promotion of these principles in Poland as a member of the national board of the Polish Judges’ Association “Iustitia” . I still work on these matters on the international level, as an associate of MEDEL (Magistrats européens pour la démocratie et les libertés).
