- two years of work with Louis Berger International out of which one for coaching and mentoring purposes - seven years as a Chief of Highway Maintenance Division in Senegal Main tasks and activities consisted in making the technical diagnostic, elaborating the annual programs, estimating the cost for budget purposes, selecting the contractors and consultants for the works execution, control and supervision and drafting the annual report - three years as the Director of a Highway and Equipment Maintenance in Senegal. I had the overall responsibility of the maintenance of roads in Senegal including the rural roads - eleven years as freelance consultant on roads and procurement offering my expertise and experience to private firms - seven years as a full member of the Senegal national procurement committee. I was responsible for the review and clearance of procurement documents, decisions and related contracts in the infrastructure sector. - I have training more than 700 high level staff from French Speaking countries in North, West and Central Africa when collaborating with CESAG and ISADE , two well known training centers in Senegal - I have joined the World Bank in 2000 as a senior procurement specialist. My overall experience on procurement prior to joining the World Bank and within this institution has permitted me to obtain great achievement in DRC in a difficult context - I have conducted successfully public procurement assessment and reforms in Senegal, the Republic of Congo and DRC .

Civil engineering diploma obtained on July 1980 in Thies Polytechnic School sponsored at time by Montreal Polytechnic School. In 1983 I have benefitted three month of intensive course on works planning, organization and supervision/control in the Construction Technology Institute of Inchon in South Corea. I have also benefitted from Louis Berger Int. Two years of training and coaching/mentoring in the new management system of highway maintenance in Senegal, a very innovative approach. I have attended multiple training programs on procurement for donors funded projects and public procurement. I have myself developed strong skills on training on procurement including the design of the tools and the facilitation.
