Professional Experience:

Debra has exceptionally strong management and influencing skills, as evidenced by the progress made and the relationships built during her many challenging leadership roles, including her high-profile development experience in places such as Rwanda, Nigeria, Sudan, South Sudan, the Balkans and India.

Debra has wide experience of policing reforms in Africa and other fragile environments, in countries that include Sudan, South Sudan, Nigeria, Rwanda, Kosovo and Macedonia.

In Sudan she led a team focusing on community policing, child rights, leadership, criminal investigation, forensics and joined-up justice for DFID’s Safety and Access to Justice Programme.

In Nigeria, she helped to build closer ties between the police and public under DFID’s Security, Justice and Growth programme. Working closely with all stakeholders, she introduced a new model of community safety partnerships and built awareness of community policing principles in the newly-formed Ministry for Police Affairs. In Kosovo, Debra played a key role in the design and roll-out of a pioneering Community Safety Strategy, helping to rebuild relationships between the police and public following the conflict of the 1990s. In Macedonia, she worked as strategic adviser to the Ministry of Internal Affairs with a particular focus on rolling out the lessons from multi-ethnic policing and police/community consultation.

Before this, Debra spent 5 years embedded in the Rwandan National Police (RNP), as the organisation’s Human Rights Director and subsequently led an ambitious human rights research and training programme for Rwandan police officers, now considered to be one of the most comprehensive exercises of its kind ever undertaken across the entire African continent, which explored the attitudes of more than 7,000 citizens towards the RNP.

Throughout her career Debra has promoted gender equality that enables women to freely, wholly and safely participate in political, economic, vocational and social situations. Debra’s work in the gender equality arena has involved her in many activities, in the UK and internationally, including: researching relevant gender topics; coordinating national and international experts; consulting stakeholders with a focus on those often referred to (inappropriately) as ‘hard-to-reach’; carrying out cultural audits including the identification of gender-sensitive indicators and entry points for women; writing papers and training materials; designing work plans and logical frameworks; completing training needs analyses then designing and running training events to build the capacity of institutions, NGOs and other stakeholders; managing development interventions such as the creation of all-female community committees and all-female citizen’s police academies in the Sudan; monitoring/revising plans; quality assuring and evaluating events and interventions; evaluating change processes; and completing impact assessments.
