Professional Experience:
Ms. Poohkay has over twenty years of experience in planning and managing development projects, devising country programming strategies, conducting institutional and program assessments/evaluations and advising on operational and management issues in international assistance. She was employed by the Canadian International Development Agency (CIDA) for fifteen years and now has a successful consulting business. Her work has encompassed all aspects of the management of development cooperation ranging from the level of individual investments to country programs to corporate requirements. Her strong analytical skills and excellent writing capabilities are valued by her clients.

As a CIDA officer Ms. Poohkay represented the Canadian government in international meetings and fora and created innovative multi-donor partnerships for development cooperation activities in diverse situations. She worked on the design, management and implementation of large and complex development projects and country programming strategies for China, India, Indonesia, Nepal, the Philippines and the Former Yugoslavia. Areas of focus included democratization and good governance; post-conflict and reconstruction; and, institutional development/capacity building. She led a wide variety of teams with participants ranging from technical specialists to development generalists from donor as well as partner countries.

As a Consultant, Ms. Poohkay has continued work on project and program design and country-based strategic frameworks for Bangladesh, Cambodia, Indonesia, Vietnam and the occupied Palestinian Territories. All of these activities included identification of expected results and various means to measure performance, including logic models, performance measurement frameworks and risk registers. Most recently she provided advice and guidance on corporate matters (e.g., CIDA’s response on Risk Management for the Treasury Board Management Accountability Framework) and in the evaluation of various institutions and programs (an institutional assessment of the International Labor Organization). She has been involved in the development and critical assessment of various actions taken by Canada and other donors to make aid more effective, manage risk and improve management practices (notably procurement for development projects). She has produced evaluative studies that have led to policy formulation and guidance in related areas (e.g., a lessons learned paper for CIDA’s program in Afghanistan, a review of and recommended action for risk management in CIDA’s partnership branch, and a critical assessment of operations for CIDA’s response to the 2004 South Asia Tsunami).
Education:
B.A. (Honors with distinction) and M.A. both in political science. M.A. focus on politics in China. Studies in China (language training and research) and in France (language training). Additional professional training including courses on human rights, gender equality and human resource management among others.
