Professional Experience:
* Provide overall leadership, management and general technical and strategic direction to complex multi-stakeholders’ projects and programs in multi-cultural settings.
* Development and implementation of Programs on Aquaculture, PPP and Value Chains, Livelihoods, Biodiversity, Environmental Protection, WASH, Poverty reduction, community-led development, Climate Smart Agriculture and Disaster Risk Reduction
* Experiences in all aspects of PCM like participatory project assessment, planning, budgeting, cost control, procurement, M&E and impact assessment, grant and report writing and verbal presentation of initiatives.
* Manage relations with donors such as EC-EDF, ECHO, UNOCHA, UNTFHS, GIZ, and the Nordic Donors. Activities included contract negotiations & management, safeguarding procurement rules, reporting requirements and representation to donors and companies.
* Bringing together different partners and organisations into consortia, to enable them to cooperate in such a way that their joint efforts are bigger than the sum of their individual endeavours. Linking such consortium to potential donors and other stakeholders.
* Excellent interpersonal advisory and negotiating skills from ministerial to farmer’s level. Work experience within Ministries (like the Ministry of Marine Resources and Fisheries in Eritrea and Ministry of Industry in Laos) as well as Local Government Units (like the Bais City LGU and Negros Oriental Provincial Governor Office in the Philippines)
* Support capacity building of staff from partner organisations and LGUs through skills development on Project Management, M&E and strategic thinking through coaching leadership development approach.
Analytical and strategic thinker, responsible, innovative, work well under pressure, opportunity oriented, networking and linking, excellent written and verbal communication skills using state of the art technologies, curious about and respect for other cultures.
* Fully computer literate in the following packages: Microsoft Office, HTML web design for Apple as well as Microsoft OS.
Education:
M.Sc. in Aquaculture and Fisheries, waste management and development economics from Wageningen University (1979 - 1987)

Diploma in Local Economic Development from International Training Centre ILO (2003 - 2004)



Affiliations and Achievements:
- Elected in the Board of the Vientiane International School where I served as a treasurer from September 2002 until August 2004, overseeing a yearly operating budget of US$ 1.5 million and capital budget of US$ 1.2 million.

- Member of Rotary Club of Bais City, District 3860, from December 1995 until June 2001. The following positions were occupied:
* Director Community Development Projects for Rotary Year 1996-1997.
* Vice-President RC Bais City Rotary Year 1997-98
